As a foreigner, you may come to the United States through business investment, or employment.  Four major categories are Investors EB 5, Intracompany tansfers L-1 visas, E-1 Treaty Trader visas and E-2  Treaty Investor visas. 
 
EB 5 is the investor visa.  It provides permanent residence in the U.S.  L-1 visa is a non-immigrant visa.  It does not provide for permanent residence.  Spouse of L-1 visa holder may work legally in the U.S. The U.S. company that sponsored the L-1 visa may petition permanent residence for the foreign employee at a later time.
 
E-1 and E-2 are non-immigrant visas as well.  You must be a citizen of a treaty country to be eligible for these visas.  These visas do not provide for permanent residence.  Spouses of E-1 and E-2 visa holders may work legally in the U.S.  For details please refer to EB 5, L-1, E-1 and E-2 Visa web pages.
